Ways to Keep a Project Moving When Municipal Capacity Falls Short

When a utility tells a developer it cannot provide water or wastewater capacity on the project’s timeline, the obvious assumption is that the project has to wait. It may not. Depending on the site, expected buildout, and how long the municipal constraint is likely to last, treatment capacity can sometimes be created independently of the municipal expansion schedule.

 

Why Municipal Capacity Becomes Unavailable

A treatment plant can function effectively and still lack the capacity to serve additional development. In other cases, the constraint may have less to do with the plant itself and more to do with the timing of planned infrastructure.

 

Development can move much faster than infrastructure. A subdivision may be ready to move forward while a utility’s planned treatment expansion is still years from completion. In other cases, a plant may have remaining capacity, but that capacity has already been committed to other developments.

 

The reason capacity isn’t available matters. It can determine which alternatives, if any, are realistic for the project.

 

What It Means for Your Project

Without water or wastewater service, a developer may have to postpone construction or rethink the project’s phasing. And the costs don’t stop while the project waits. Financing, land, and other carrying costs continue, while delays can ripple through construction schedules, sales commitments, and planned move-in dates.

 

For developers working against tight timelines, waiting several years for a planned municipal expansion may not be practical. The earlier a capacity constraint is identified, the more time there is to evaluate alternatives that could keep the project moving.

 

Alternatives to Waiting for Municipal Capacity

Developers have several alternative solutions available to keep their projects moving forward:

 

Temporary Treatment Systems

 

Temporary treatment systems can bridge the gap when municipal capacity is expected to become available later. Rather than putting a project on hold, a developer can use a temporary treatment solution to provide the necessary water or wastewater treatment services until permanent municipal infrastructure catches up. This option can be particularly useful for developments built in phases or in areas where utility upgrades are already in the pipeline.

 

The temporary system still has to fit the job. How much treatment is needed? For how long? Site conditions, influent characteristics, and treatment requirements also shape what will work.

 

Temporary describes how long the infrastructure is needed, not the level of treatment it can provide.

 

Leased Treatment Infrastructure

 

A project doesn’t necessarily have to purchase a treatment plant to get the capacity it needs. AUC Group’s Lease Plant Program gives developers another route, particularly when capacity requirements will change as a development builds out.

 

Leasing also reduces the capital required upfront. Instead of buying infrastructure sized around ultimate buildout, a developer can better align treatment capacity with current needs and future growth.

 

Leasing can be useful when a project needs additional capacity during an interim period, expects demand to increase gradually, or wants to avoid tying up capital in treatment equipment. It also leaves more flexibility if plans change. If municipal service becomes available later, the developer isn’t necessarily tied to a treatment asset the project no longer needs.

 

Wholesale Water and Wastewater Delivery

 

Some developers don’t want to own a treatment plant at all. That’s where wholesale delivery differs from leasing. With wholesale delivery, the developer buys treatment service rather than the plant itself. AUC finances, builds, owns, and manages the plant, taking responsibility for its operation and maintenance. The developer gets access to water and wastewater treatment capacity without making the same upfront investment in infrastructure.

Expanding Existing Treatment Facilities

 

Sometimes the most practical solution is not to build an entirely new treatment facility, but rather to increase the capacity of an existing plant.

 

That could mean adding treatment equipment, increasing throughput, or upgrading an existing process. And because the site and basic infrastructure are already there, expansion may require less investment than starting over with a new facility.

 

Of course, not every plant can be expanded. Available land, permits, equipment condition, treatment requirements, and the original design all come into play. Limited space doesn’t always rule expansion out, either. For example, replacing multiple smaller clarifiers with one larger clarifier can increase capacity within a smaller footprint.

 

Choosing the Right Path Forward

There is no one-size-fits-all solution. The first question is how quickly capacity is needed. A project that needs treatment immediately may require a different solution than one with several years before occupancy.

 

Next, consider how long the capacity will be needed. If municipal service is coming in a few years, buying permanent infrastructure may not make sense. If demand will continue growing, expansion or another long-term solution may be the better fit.

 

Ownership matters, too. Some developers want to own the infrastructure. Others would rather keep that capital available for the development itself.

 

Then there’s buildout. A system that works for the first phase may not be enough for the last. Looking at future demand from the start can help avoid another capacity problem as the development grows.
